I'd say Jigsaw is more of an anti-hero. He means well, and I wouldn't consider him a villain.
Therefore, I nominate Mark Hoffman of the SAW series. Although he'd probably never win a villain contest, he is quite sinister.

I don't think "meaning well" is enough to qualify a character as an anti-hero. Lots of villains mean well.
Jigsaw may justify his actions as helping people...but he's still causing the horrible deaths of innocent people.

The punisher is considered an anti-hero, Jigsaw is a killer. Regardless of his twisted view of placing his victims is tortuous death devices in hopes of them appreciating and valuing their own lives. While the people he chooses certainly lack a value of their life, they don't deserve to be killed. People are free to live and view they life as they see fit. Most of them are simply lack a value of there own life, and never hurt anyone but themselves before jigsaw. I mean deciding to test Amanda because she's a junkie.
Maybe if he was doing this to say rapists, and pedophiles I could justify him being classified as an anti-hero, but he's not.

I place my vote for the Three Fates from Disney's Hercules as they are the only characters, to my latest knowledge, that actually "kills" a character in a Disney movie that's good.
Some have argued with me that Helga from Atlantis was but um... Hercules came out BEFORE Atlantis, Helga was evil from the beginning to the end of her life despite shooting a flare at Rourke to stop him from gaining control of Atlantis.

this list of nominees is garbage. what's with all the Disney characters? and the fates aren't really villains, they're neutral. They just cut a person's lifeline when it's their time to go

Okay buddy, first off, it's MY game, if you have a problem with that then shut up. The AFI list had Lassie, the Alien, and three Disney Villains in it, users can vote for Disney villians...
I'm not putting Heath's Joker because JOKER WAS ALREADY NOMINATED IN THE AFI LIST.... The character itself is in the list, I'm not going to add the Joker in if he's already in the list. How many times do I have to repeat myself?
The Fates were working with Hades. Hades is evil in Hercules, they also were trying to take Hercules' life away towards the end, signifying that they are evil themselves.
Lastly, Darth Vader was already on AFI's list so it doesn't matter.
If you don't like how I'm ruling this game out then don't play, no one asked for your opinions on how I'm constructing this game, your rant was not necessary whatsoever.

Bodhi from Point Break (played by Patrick Swayze). While probably not the most threatening or evil dude in the world, let's face it, he was the bad guy. People trusted him and they died. Keanu has to take him down. You know he can't live in a cage, man. Just let him get one wave, man. One wave. There's rocks on both sides. He's not gonna PADDLE to New Zealand!
Corrine Dollanganger is another character I'm nominating. Someone told me that she's not evil... Yes she is.
Corrine knew exactly what she was going to do when she got to her parent's mansion, she made sure that her father didn't see her children after years of hatred grew amongst them. Corrine had sex with her uncle I believe, I know it was incest, and had four children.
Because of this, the kids are locked in the attic and soon after months of not seeing her children, donuts appear for the kids and there's poison on them. The kids are slowly dying by eating this.
She was to get re-married and hopefully forget her children and have them all to be dead.
Despite that there's two books, the movie basically made it to where the mother dies and the grandmother stays alive... Having Cathy to come back to get revenge on the grandmother when it's really supposed to be the mother.
And of course, becuase of this cruel treatment that their mother is doing to them, tensions between the brother and sister grow larger to where they're in love with each other, a famous rape scene occurs, and of course, the little boy dies.
Such a cruel book it is but it's VERY good.
