I'm going to try and come up with a realistic roster. I was personally not a big fan of the reset, nor would I personally go in the direction they have, but we are where we are.
First of all, let's look at the MK Originals:
Liu Kang: He will be back in a major antagonist role in the story, but possibly as your hero if you just play versus mode.
Kitana: The same as Liu Kang.
Raiden: He will be back and have a major role in the story.
Shang Tsung: There are hints that he has returned.
Sub-Zero: He will be back.
Scorpion: He will be back.
Johnny Cage: Whilst they are grooming the next generation, they are too attached to these characters to usher them out completely. They will have a presence in the story and likely be playable to give people the familiar.
Sonya Blade: The same as Johnny Cage.
Kano: Given that he is locked up, I think Kano manipulating things from behind the scenes for another game makes sense.
Reptile: He's still around, would be a good nostalgic inclusion.
So out of MK1, we're really only leaving Kano on the cutting room floor. It's likely his son will be a playable fighter, so that gives us a new character. Cassie Cage will also be back as a next gen fighter, and Frost is likely going to join the fray as the next generation Sub-Zero now that's the cool thing to do. So we're up to 11 fighters using the first game and their next generation counterparts.
MK2 introduced:
Baraka: He's dead. It's possible that we'll get some sort of replacement Tarkatan warrior, giving us another next gen character.
Mileena: She's dead.

Li Mei: It seems they have almost retconned her entire existence to be NPC now.
Mavado: I actually liked the character, but they won't bring him back, or they'll at least change the fuck out of him. A Red Dragon rep will be there.
Nitara: Could be a possibility, but they haven't used her yet.
MK6:
Okay, for the sake of being brief, there is a reason that a lot of these characters were just dropped. They could be re-imagined as, for example, Stryker was, but a lot of the 2D characters got updated into a 3D era. The same jumping potential isn't there for some of the flatter newer characters. The one maybe is Havik. I'll include him, because he seems to fit into all these stories, and I can see him becoming a mainstay of the series, causing trouble and being a useful plot device.

Provided they can get the voice actors back, I think most of the characters will return. They were generally well-received and they are largely plugged into the story. Ferra will probably need a new rider, which throws a fresh coat of paint onto that.
And now we come to the revenants: Will they be playable, downloadable, NPCs or a mixture? I think the story is neater if they are downloadable, at most, but some of them are quite popular characters. Also, if team fighting is going to be a thing, then having some revenant teams like Jade & Kung Lao (Kitana and Liu Kang's respective right hands) and Kabal & Stryker makes sense. They could even include "Team Fatalities." In that case, it makes sense for pretty much all the revenants to be playable. To air on the edge on conservatism though, I'll just include them as downloadable content.

A few adjustments:
* I can see Shang Tsung absorbing Ermac for power, thus giving Ermac an out. Or, if Ermac remains in the story, I can see him being NPC.
* A purified version of Noob Saibot coming out of the Soulnado would be kind of quirky, and they seem to be into modifying classic characters around about now. He can take Ermac's spot.
* Jade finding her way back to life and trying to redeem Kitana, as opposed to simply being a revenant, is something that I can see happening.

People complained about so many returning yet create these rosters with 60-80% old characters! In my opinion they need to focus on a new story, take a real risk and use some great elements from Deception with a lot of chaos, dark forces and spiritual elements.
I think with our ideal roster we shouldn't go too crazy and just focus on what happened in MKX story mode, the arcade endings and I guess some part of Deception and its characters is realistic given the Dark Raiden hint so makes sense to include some from that game. Also 90% sure none of the DLC will make it in the next game.

There's always some kibd of fancy explanation.
Noob has to return as Noob, we already have a Sub-Zero and the whole redemption arc sounds stupid for Bi-Han.
Jade has the mysterioys woman in her enging, I wouldn't rule out some magic shenanigans.
Shang is Shang, he could cheat death in a million ways, Ermac's ending is just one of many

Okay, for the sake of being brief, there is a reason that a lot of these characters were just dropped. They could be re-imagined as, for example, Stryker was, but a lot of the 2D characters got updated into a 3D era. The same jumping potential isn't there for some of the flatter newer characters. The one maybe is Havik. I'll include him, because he seems to fit into all these stories, and I can see him becoming a mainstay of the series, causing trouble and being a useful plot device.
MKX:
Provided they can get the voice actors back, I think most of the characters will return. They were generally well-received and they are largely plugged into the story. Ferra will probably need a new rider, which throws a fresh coat of paint onto that.
And now we come to the revenants: Will they be playable, downloadable, NPCs or a mixture? I think the story is neater if they are downloadable, at most, but some of them are quite popular characters. Also, if team fighting is going to be a thing, then having some revenant teams like Jade & Kung Lao (Kitana and Liu Kang's respective right hands) and Kabal & Stryker makes sense. They could even include "Team Fatalities." In that case, it makes sense for pretty much all the revenants to be playable. To air on the edge on conservatism though, I'll just include them as downloadable content.

Now, all these characters are already linked together via the plot, so it's likely that you'd also get some new characters that are entirely unconnected, hopefully with some innovative designs and cool gameplay. Another easy reach is some sort of demon child of Liu Kang and Kitana's, to continue the next generation going forward.
I'm going to try and come up with a realistic roster. I was personally not a big fan of the reset, nor would I personally go in the direction they have, but we are where we are.
First of all, let's look at the MK Originals:
Liu Kang: He will be back in a major antagonist role in the story, but possibly as your hero if you just play versus mode.
Kitana: The same as Liu Kang.
Raiden: He will be back and have a major role in the story.
Shang Tsung: There are hints that he has returned.
Sub-Zero: He will be back.
Scorpion: He will be back.
Johnny Cage: Whilst they are grooming the next generation, they are too attached to these characters to usher them out completely. They will have a presence in the story and likely be playable to give people the familiar.
Sonya Blade: The same as Johnny Cage.
Kano: Given that he is locked up, I think Kano manipulating things from behind the scenes for another game makes sense.
Reptile: He's still around, would be a good nostalgic inclusion.
So out of MK1, we're really only leaving Kano on the cutting room floor. It's likely his son will be a playable fighter, so that gives us a new character. Cassie Cage will also be back as a next gen fighter, and Frost is likely going to join the fray as the next generation Sub-Zero now that's the cool thing to do. So we're up to 11 fighters using the first game and their next generation counterparts.
MK2 introduced:
Baraka: He's dead. It's possible that we'll get some sort of replacement Tarkatan warrior, giving us another next gen character.
Mileena: She's dead.
Jade: She's a revenant. More on that later.
Jax: He'll likely be back, as he's considered an "icon" and they're attached to those characters.
Kung Lao: He's a revenant. More on that later.
Noob Saibot: It seems like they are giving this character a bit of a rest. It's possible he figures into the story or there are teases, but it's also possible he is gone. Let's be conservative here and keep him out.
Smoke: He's a revenant. More on that later.
MK3:
Cyrax: He blew himself up.
Ermac: He's still around in the story. Could play a big part. Popular character. It makes sense he's in.
Kabal: He's a revenant. More on that later.
Nightwolf: He's a revenant. More on that later.
Rain: I think he's still around in the story, but I see him being NPC at best.
Sektor: He's dead.
Sheeva: They really haven't bothered with her this generation. I think she might be done with.
Sindel: She's a revenant. More on that later.

Fujin: I know people seem to like him, but NRS don't seem to, and he's not the most original or exciting character anyway. Let's leave him out.
Quan Chi: He dead.

Jarek: Hahahaha.
Kai: We don't really need him now that we've got the next generation on the way.
Reiko: I think he died in his own comic ending.
Tanya: She's still in the story, but who knows if she'll be playable? Cassie might regret sparing her though. Let's include her, just because the team seem to like her.
MK5:
Bo' Rai Cho: It sounds like his torture at the hands of Shinnok was supposed to kill him.
Drahmin: He was a bit of a drab character, and they don't really seem to have immediate plans for him.
Frost: Already confirmed that I think she'll be back.
Hsu Hao: Hahahahaha.
Kenshi: He'll be back. He's a mainstay now.
Li Mei: It seems they have almost retconned her entire existence to be NPC now.

Do we really need to have the fam jam thing again in MK11? As to Johnny, Sonya and Jax being all playable. I doubt it, because if the variation system returns, Cassie can have a variation of her parents along with skins. Just put Sonya, Johnny and Jax in Storymode only.
Liu Kang and Kitana could be Sub-bosses to Raiden if he's gonna be in fact the big bad. Therefore, these three should not be playable and only used in Storymode. Leave room for better characters. However, we know how Ed works.
Reptile and Mileena could use a break. D'Vorah did "kill" Mileena, but was it the real one or just a clone? Doesn't matter, let her go into hiding for MK11. Reptile eventho still alive, wasn't all that great in MKX. They dropped the ball on him and he should just be NPC.
Jade won't be downloadable, as she will be a big factor in MK11. She will be on the main roster.
If infact Ferra/Torr's ending becomes canon, I don't see why Ferra needs a minion on her back. She can be a legit female on her own as she is a grown woman.
Sindel will be returning to the main.
You do know that Jax, Liu and Kitana are also still revenants eh?

Or you know maybe actually flex that creativity and give each character something unique to do in the games again when it comes to their stories.

My ideal roster is a roster that actually fits the development of the series' lore, and isn't mere fan service.
NRS has a massive habit of abandoning characters the moment they make them, replacing them with the same set from MK1 & 2, many of which are far passed their prime. Mortal Kombat isn't like other fighting games, where the story really doesn't matter. Here, it does, and I believe the game's roster should reflect the gravity of the story.
With that said, Sindel, Jade, Fujin, Baraka, and Rain all should have been in the roster. This sorely hindered MKX for me, and left me disenchanted about MK11. I had hope with MK9 that things would finally change and more characters would start to see development, but MKX saw NRS' return to their old tricks, followed by the new trick of savagely distorted DLC. I pray that with MK11, we need a break in the mold, like with Deception. They have to stop abandoning their characters and form a better roster.
NRS has a massive habit of abandoning characters the moment they make them, replacing them with the same set from MK1 & 2, many of which are far passed their prime. Mortal Kombat isn't like other fighting games, where the story really doesn't matter. Here, it does, and I believe the game's roster should reflect the gravity of the story.
With that said, Sindel, Jade, Fujin, Baraka, and Rain all should have been in the roster. Only thing I can think of is that one of the DLC characters will be a hidden 4 movesets in one character thing its happened twice now (Triborg and TNMT). So maybe Shujinko as 4 random movesets for characters not coming back. (Or maybe not even Shujinko, maybe someone good)
Other thing to look out for are new characters with unique animations being shared between the Injustices and Mortal Kombats (Green Arrow - Kung Jin, D'Vorah and Blue Beetle)
Hmm Nothing is really sticking out for me from Injustice 2 that was so unique that they will make a character for Mortal Kombat Eleven. But I am always wrong. There will be someone.
Also Triborg as a character that mixes and matches special moves from all 4 movesets. Mixing Fire, Ice, Poison and... Smoke. Deadly deadly Smoke.
Really think Shao Kahn is going to be DLC. They need the final silhouette to be someone epic. I mean nothing is going to top Rorschach shadow only for that to turn into TMNT. But Big Daddy Kahn as a playable with a chance to slap around Kotal? Yas.
