I just bought MK4 for N64 today, and I was wondering how to get the Alternate Costumes. Do you need to have the Controller Pak thing?
Because I don't have one.

Second question...
When you activate the cheat menu, it gives an option to turn on fatalites. Is that the only way to do fatalities?

When you activate the cheat menu, it gives an option to turn on fatalites. Is that the only way to do fatalities?
Of course not. That's just the easier way. You can choose which fatality you want to make easier (1st, 2nd or a stage fatality). Then all you need to do is press Down + HP after "Finish Him/Her!" (distance doesn't matter).
As for the normal way to do a fatality, go to Practice menu, choose your fighter and Begin Practice. Then press Start during the fight and select "Show Moves List" menu. There you can see all special moves and fatalities inputs. Or just go here and choose your fighter.
