I also nominate Agatha Trunchbull from Matlida.
Come on, the world's toughest school principal who's also a suspected murderer. Putting kids in the chokee while flinging little girls over the fence by their hair.
What's more interesting about her is that the actress that played as her perfectly captured who she's supposed to be from the books. Pam Ferris is just a fugly looking person with a really cool Welsh accent, but just herself in general made her an intimidating principal...
Plus, she starred in Death To Smoochy, and I like that movie too.
