The effects are just Photoshop brushes in different colors. I like the ideas though.

Actually its not photoshop. With Sub-Zero I just using glowing white blurred lines. With Sektor I used a glowing blurred red line, with Smoke I used a blurred brown smudge, and with rain I tinted rain to blue then blurred him.
Just a bunch of blurs actually, no photoshop. EDIT: By the way thanks everyone for the comments. And to the person that asked I use flash to make my animations.

Looks pretty cool, but could be better. The biggest problem I would mention is that Sektor and Smoke's moves seem to come out too slow to be effective special moves. The robotic gun/arm coming out just telegraphs so badly that it's hard to imagine a situation where it would have any reasonable chance of success. Obviously, this isn't really a technical flaw, but it's detrimental in that it takes away believability.

now what if that freeze kick with SubZ was in MKA and was a mid,safe as hell, and unblockable lol

I like the freeze kick, and Rain's water torpedo. They'd look awesome as actual sprites/props.

I had the same idea for a laser, using the crusher shaft! ^_^
