I take it since he was Lin Kuei, He's Chinese.
That doesn't mean he's Chinese. Cyrax is a good example of that. He's clearly not Chinese, but of African descent. Who knows... Smoke might be from the Middle East. They should really clear this up soon, as well as Sektor's nationality.

Neither, as his nationality has not been specified in any of his bios. Though, I would not automatically consider him being Chinese just because of the Lin Kuei.

Exactly; Smoke's human form has never been seen unmasked, so nobody knows his nationality.
