As can be surmised by my avatar, I'm a huge fan of Rain.
He was my absolute favorite character in MKT,
even without using the infinite kick trick.
I loved how all three of his moves were "free hit" moves,
and could be chained together fairly easily.
I was glad to see him again in Armageddon,
but rather disappointed by how he turned out-
He felt like a watered-down (ha ha) Liu Kang clone or something.
I would love for him to be in MK9, in the spirit of his MKT moveset.
I like the story they came up with for him, and I think he can be easily worked into the main story-
he and Kitana could be together initially, when Kitana is still working for Kahn.
Part of her story could involve the heartbreak of leaving her former love because he still sided with her mortal enemy.
Anyway, I know this is a bit long, but I really hope my favorite character makes the cut, and with his moves from MKT intact.
He can keep the teleport and Liu Kang kick from MK:A, but *please* have all three of his moves from Trilogy...

Lightning Strike- His only surviving move, and yet Nightwolf still steals his thunder(bolt)! This would be just as it was in MKT. Super version calls a larger bolt which hits them anywhere on the screen if they don't block.
Tempest Kick- The reincarnation of super roundhouse, identical except some extra wind FX. Super version also does an electric shock and can hit through a block.
Waterspout- Functionally identical to Mind Control Orb from MKT, but involves a thrown ball of water which erupts into a vortex of water upon contact, and can be controlled with the D-pad. Super version flies faster and controls them twice as long.
Stormchaser- His Liu Kang kick from MK:A. "Windy Feet" just sounds really dumb, IMO! Super version knocks them across to the other side like Tempest Kick.
Evaporate- His MK:A teleport. Super version- he reappears with a Lightning Strike, appearing under the opponent, and bouncing them up if they don't block.
Squall Counter- He reaches toward his opponent. If this intercepts an attack, he grabs them and then blasts them with a giant jet of water from his fist, knocking them far back. Super version forms a large bubble around Rain, extending the range he can counter from, and reflecting any projectiles that hit the bubble.
Throw- he forces his hand over their mouths, pouring water into their lungs.
He then jump-kicks them to the left or right as they cough the water out (looks like they're vomiting water).
X-ray: Typhoon Trauma- Rain grabs his opponent like in Squall Counter, but if he connects, he holds them in place while he summons a Lightning Strike. He bounces them up, then connects with a Tempest Kick, shattering his foe's chest and ribs and knocking them off the screen. As they fly in from behind him, Rain turns and does a potent uppercut, knocking them up and off the screen. In an homage to his other MKT fatality, they fall back upside down, and break their neck and back on the ground.
Finishers: Watery Grave- you had a really awesome idea, NoobSaibot5: Rain surrounds his foe with a big bubble of water, then closes his fist and causes them to explode from the water pressure, turning the entire bubble red. He then releases the bubble, which splashes down and reveals their mutilated corpse.
Dessicate and Obliterate- Rain draws every drop of water from his opponent's body, leaving them a dried husk. Before the husk can fall over, Rain releases the gathered water back at his foe in an explosive blast, disintegrating the dried remains.
Hurricane Kick (heh heh)- Rain Tempest Kicks his foe so hard their torso separates from their legs. He catches the torso as it flies in from behind him, then lifts it up and summons bolts until the torso is nothing but charred remains.
"Klassic" Fatality- his original death-by-lightning fatality, updated so he blasts a couple of limbs off before destroying them utterly.
Hara Kiri: Storm Safety- (another nod to one of your ideas, Noob) Rain sprays his legs and feet with water from his hands until a puddle forms at his feet. He then takes out a sword/dagger, and hoists it high in the air. Lightning strikes, and his head explodes.
Friendship: Rain Dance- in return for Nightwolf's theft of his Lightning Strike, Rain dons a cheesy feathered headdress and does a Native American raindance, summoning a downpour followed by a rainbow in the sky.
Intro- water wells up from the ground, forming a watery human figure. Lightning strikes the water man, splashing water away and revealing Rain. Then he says, quietly and confidently, "You have drawn your last breath!" (a reference to his ability to drown his foe).
Winpose- he flings his projectile into the sky, which explodes into rain clouds and begins to rain down on the entire arena while he stands with arms crossed in a detached and arrogant manner with a bubble surrounding him, keeping him dry.

Well, there's a chance that he will turn out to be a DLC, so there's still hope we'll see him. ^^ Hopefully in a new, cool outfit as well.

He's definitely my number one DLC choice atm. If he's one of the few to be released first, I'll definitely hop on that.

I would prefer him to be in the actual game, but beggars can't be choosers can they? Whatever, he'll be the only DLC I'd go out of my way and get. Sheeva too if she gets the ax. I still think anyone who was left out of MK1-UMK3 should be the first characters put up for DLC. Anyway, I don't think I'll truly be excited for this game until Rain is reveled. Pathetic, I know.

My sentiments exactly.
I knew he was a candidate for DLC, and likely one of the most (if not *the* most) voted for of the six.
But I have a small hope that Rain's inclusion on that list is a bit of a Red Herring, meant to make us "certain" Rain isn't in the main game.
But I hope he is, because I'd like him to be in the story,
and I don't want to wait for DLC (or risk it not coming out like last time)!
I think someone's a Cure fan by the title of the post...
I don't think there's a need to worry about him, personally. If there's one character who they'd tell us wasn't in, it'd probably be him. A nice reversal form the UMK3 days when we were made to believe he'd be present, but wasn't.

Rain is a character I'd like to see completely redone yet again. I liked him in past games, but I never felt too attached, so I feel he's a character that could add quite a bit of excitement to the game.

If I'm correct Boon said the roster is all about MK1-UMK3, and if Sheeva is already in the game but Rain isn't, then that means EVERYONE from those games made it in with the exception of ONE. Fucking ONE!
There's really no excuse for that in my opinion. Some people would throw the "Oh Rain was only in the home versions of UMK3" excuse, I say bullshit. UMK3 for the home versions is still UMK3 and that should be all that matters. Besides, why NOT include him? Rather you thought his role was sucky or not, he was one of the few relevant characters in Armageddon, so to throw him in the corner with the K/Chameleons while everyone else are invited into the pearly white gates of MK '11(Even Quan Chi!), makes no sense to me.
But this is a business. I wouldn't be surprised if NRS decided to leave Rain up for DLC from the getgo, they know fans would be willing to spend an arm and a leg for a "complete" roster.

Correct guess on the song title-
A bit obscure, but a fan-favorite... much like Rain!
And I do agree that he is a good "douche you love to hate"-
I think this aspect would only be multiplied if we see him renounce, or even betray Kitana because he would rather have more power than he would her.
Then there could be an epic fight between them towards the end,
which Kitana would of course win, but would stop just short of killing him, because she can't quite bring herself to kill someone she used to love.
Prof- you make a very salient point re: making money off of DLC.
That's a bit depressing, really.
Even if he is just DLC, perhaps Rain will still be in the Story Mode?
It's always possible, I suppose...

That's a pretty interesting theory! Making it seem like Rain isn't in would be a cool wink at everyone thinking he was in the UMK3 arcade. But I don't know if the MK team are that clever.
I don't know where my love for this character started. But I normally go for characters who are the "underdogs" and the least popular. The "Scorpions" don't really appeal to me.

I would hope they would take the "Ermac" approach to him. Have Rain heavily resemble his Armageddon look with a few newly added details. I wouldn't want him to be given a drastic overhaul.

Guys,I think Rain will be from the beginning and reasons to believe:
1) Ed Boon stated that 99% of MK1-UMK3 will be in the roster,which means Sheeva,Rain,Motaro and Kintaro are given.The only doubt I have is about K/Chameleon.
2) He posted in his twitter the DLC selections so he is sure who people most want to be added as final characters for that game if he hadn't done it already...Just think about it,he didn't reveal even the whole roster but suggesting DLC choices.That's pretty weird,isn't it? With this DLC pack he is practically confirming all the other characters in MK1-UMK3.
3)MOST IMPORTANT: Boon KNOWS that Rain is wanted for this game,so he will be teasing us till the release about his inclusion

It is so frustrating that guys like Quan Chi or even new characters will make the cut but Rain and Sheeva that were in UMK3 probably wont.... :(

I really, really do love Rain. I know it sounds pathetic considering he practically has no relevance in the initial timeline but what's not to love about a cool weather controlling purple ninja?
I'd personally love to see him sport his own rendition of Ryu Hayabusa's Ninja Gaiden outift, complete with gold and purple trimmings. There's so much potential there for him in future Mortal Kombat's and I would love to see him on the starting Roster, because most likely he'd be the first character I'd pick! :)

I think all the Trilogy characters will eventually be part of the roster.

I hated his MKA costume.
Not sure how many watchmen fans are here,
but I'd like to see Rain be like the Adrian Vietd/Ozymandias of MK.
Like the seemingly perfect leader,
of royal blood,
fighting to eliminate Shao Kahn,
but really he's trying to create his OWN image of the realms.
One where Edenia is much more aggressive and tries to take over Earth.
It could be like a cool civil war type event
for the MK universe.
I know im kinda getting ahead of myself here,
but basically i think Rains story needs an overhaul.

Anyway- it's true that Rain had pretty much no relevance in the MK1-UMK3/MKT timeline, but that could be changed with some of the character details we've learned about Rain since then.
Add in the fact that certain MK-related media have either portrayed Kitana and Rain as lovers, or implied it, and Rain has a lot of potential to be a more fleshed out character (and Kitana, too).
I admit I'm a bit biased, as Kitana is my second fav. after Rain,
but I think it would be so cool for them to be together while Kitana's still working for the bad guys... it could deepen them both quite a bit, IMO.

Anyway- it's true that Rain had pretty much no relevance in the MK1-UMK3/MKT timeline, but that could be changed with some of the character details we've learned about Rain since then.
Add in the fact that certain MK-related media have either portrayed Kitana and Rain as lovers, or implied it, and Rain has a lot of potential to be a more fleshed out character (and Kitana, too).
I admit I'm a bit biased, as Kitana is my second fav. after Rain,
but I think it would be so cool for them to be together while Kitana's still working for the bad guys... it could deepen them both quite a bit, IMO.

I'd like for her to be attracted to Rain before meeting Liu Kang during the 2nd tournament, and maybe even for Khan to try enforce an arranged marriage between the Edenian Prince and Kitana. Kitana is aware of her origins, and aware of her father's death at the hands of Shao Khan, but with no visible means to destroy him it dawns on her that should Outworld win this last Mortal Kombat, Khan will have her marry Rain for complete dominion over Edenia and Outworld. Her best friend Jade is wary of Rain, warning Kitana of his cowardly and egotistical nature.
Then she meets Liu Kang, falls for him, and she helps him bring about the downfall of Shao Khan during the 2nd tournament to save Earthrealm and strike back at the Emporer. Rain then develops a deep jealousy for Liu Kang and a bitter resentment for the man who seduced his bride to be, promising to kill the Shaolin Monk for usurping his rise to the throne of Edenia.
Random idea, and it might sound crap, but I'm tired and when people mentioned a Kitana/Rain romance I thought it might be cool to bring their nobility into it.
