I thought they only made it that way for gameplay reasons during matches? Because in Shaolin Monks, although I know most of it was non-canon, he didn't appear to have a limit.

You said it yourself, Shaolin Monks isn't canon. It wasn't even written by the MK team, it was by a freelancer who normally works in comics.
10 seconds is a bit of an exaggeration, we do see him spend an entire fight morphed into Bi-Han in MK9...but we've never seen Shang, in canon, use his shapeshifting to disguise himself and trick people, he only uses it to copy people's moves while fighting. Which suggests to me that he cannot keep it up for long. It requires energy or mental effort and when he gets tired or his concentration breaks, he'll switch back to his real self.
If he could look however he wanted for as long as he wanted, then why would he need his youth back in MK2, why couldn't he just be morphed into a young man at all times?

Weirder things have happened in the MK Universe. Evidence from that fight assuming Bi-Han's form proves that there's no time limit.(Not to mention Baraka's mk9 ending, canon or not) If he can shape shift, then why can't he just morph into his younger form? Simple, he's not able to assume his own younger form so he won't have immortality. So, to answer your question, I believe that if he were to assume a women form, then mate with someone, he'd be able to reproduce.
A Strange but Interesting question. ALOT of strange things happended In the Mortal Kombat Universe, pretty much to a point where anything could happen. And since Shang Tsung can only transform for 10 seconds, Well... It possibly can't happen, but God Damn. The Characters would have to prematurely ejaculate REAL quick If they wanna make Shang Tsung pregnant.

No, because in the process of reverting to his original form, the fertilized egg would disappear. I did tend to wonder what his sexual orientation might be, though. Tagawa's and Bruce Locke's portrayals excluded, there has always been something if not homo, then devoid of anything typically virile and all-male about him, which is on the other hand standard for most of other male characters.
