MK4 is technically a 2D game. When someone refers to a game as 2D or 3D, they are talking about the gameplay, not the graphics. MK4 uses 3D rendered models that take the place of drawn sprites and the backgrounds are 3D environments with very basic bitmap like textures. There is a dodge mechanic in the game but it in no way allows you to play within the Z axis of the environment, as it self corrects to the 2D plane once completed. Comparing say, KI to MK4 would be best, as KI is entirely 3D renderered and converted into 2D graphics. MK4's engine actually renders the graphics like a 3D game would, but they are still both 2D fighting games.
