Ok, have you tried TinyPic? Click Here
Open it in MS Paint, then Save As. Save it as PNG, the comic won't really lose it's quality this way. If it's still too big, you can save it as JPEG or GIF, this way the file size will really lower, but same goes for it's quality.
Just try to save it as PNG, that should work.

Under the bar where you type the name of it, click that and click PNG then save.
