1) she is on Earthrealm's beach... inside a house.... I think it has to be at night.. near kobra
2) You have to finish konquest first to find liu kang... then at 12 I thnk it is it's right behind he tent (I don't think you have to complete any specific quests)
3) I do not know... most of the faq's I've seen are wrong.... there is a thread in this forum that has them right... check the postits...

1)Kira is located in Earthrealm, in area H-2.
2)Once you have completed Konquest mode, go to Edenia, area G-8 and meditate 'til Friday at 12AM, then go behind the tent and the chest will appear. (NOTICE: I suggest meditatting until around 11:45PM Thursday night and then going behind the tent to wait, becasue it doesn't appear long.)
~~~EXTRA: Liu Kang's alternate costume--- Now this is one of the most annoying things to get in the whole game. The chest is only available every first day of every month for 30 seconds. It is located in Edenia, in area H-5, by a tree. It will appear at exactly 12PM the first day of every month until 12:30PM, so don't miss it.
3) Well, to get his Scorpion spear, you have to go to Edenia, go to area A-1 and fight Scorpion (NOTICE: It is best that you set the CPU difficulty to novice unless you're really good, because Scorpion will be doing 300% damage to you and he ill be healing. I suggest you keep returning to the map until you select a fighter that you are good with or has cheap combo moves "ERMAC IS THE BEST CHOICE WITH HIS AXE")
To get his ice blas, go to Edenia, in area A-9, it will be inside of one of the buildings.
To get Shujinko's Powerfist move, you will have to go to the Netherrealm, go to area D-3 on the map and wait until 4PM and a Yin-Yang symbol will appear or a chest. It will vanish at 4AM.
To unlock Shujinko's flip kick move, you will have to go to Edenia, go to area D-4 and it should be inside the Edenia House.
Shujinko's second fatality is located in Edenia, and go to area D-4.

Fatality 1: C-8/Outworld
Fatality 2: D-4/Orderrealm
Hara Kiri: A-8/Earthrealm (12am on the 16th, inside komidogu cave)
Foot Grab: D-8/Edenia
Spear: A-1/Edenia (Fight Scorpion)
Teleslam: C-8/Edenia (4-6pm--on the left of the waterfall)
Bicycle Kick: G-4/Chaosrealm (4-5pm)
Ice Blast: E-5/Orderrealm (6am inside building)
Powerfist: G-6/Edenia
Flipkick: D-1/Orderrealm
I have found everyone of those in the exact spots. Hope it helps some. I too have found many places with wrong info. I'm starting to think that position's change with game versions. But that's just a guess.
