They come up more for the vs than the arcade one player tournament.

I think its like...

ARENA A = 5 chances of appearing
ARENA B = 5 chances of appearing

SECRET ARENA A = 4 chances of appearing
SECRET ARENA B = 2 chances of appearing
SECRET ARENA C = 2 chances of appearing
SECRET ARENA D = 1 chances of appearing


So... it would go like this:

ARENA A
ARENA A
ARENA A
ARENA A
ARENA A
ARENA B
ARENA B
ARENA B
ARENA B
ARENA B
SECRET ARENA A
SECRET ARENA A
SECRET ARENA A
SECRET ARENA A
SECRET ARENA B

SECRET ARENA D

Then it would randomly pick by the chances. That's how I'd do it to get the result that they have.

The Konquest aremas will never pop up in Arcade.
