Considering the fact that its a single, unclear frame of animation...it could be any fighting style from Karate to Egg Foo Yung to Montana Mudslinger to Angry Elephant. Who knows at this point? And I highly doubt that even if he did use Kano's style, that the characters would play the same. And I sincerely doubt they would recycle that style onto Baraka.

they recycled Li Mei into mileena.... and for all we know kano could be dead or missing or whatever

Actually it's not single frame in the trailer, he is just standing still because if you take the trailer slowing, there are 2 frames. And if you look closely Scorpion's hand moves in the motion of Hapkido. Yet, Baraka stays motionless as if he is just standing there like Scorpion is.
EDIT: Yes, Mileena now has Li Mei's Sai fighting style.
