Characters for online gameplay?

I don't believe this has been discussed but, when you decide to play online, are you able to use all of the characters or do you have to unlock all of them to use them online too? I'm just curioius.

You will be able to use the characters you have unlocked during your personal play time.
Someone might play with Sindel, but you might not have her yet because you need to unlock her.
