Don't know if this has been made yet, but I'm takin' a gamble. Anyway, let's create new moves for our returning fighters in Deception!
Bo Rai'Cho:
Hard Liquor - Bo Rai'Cho smashes the enemy with a very powerfull booze making the enemy drunk. This effects the controls of the enemy, making the character hard to control.
Ermac:
Telekinetic Punch - When the enemy is further away from Ermac, Ermac punches toward the enemy sending telekinetic ripples at the enemy and hitting the enemy with the same effects as a punch.
Scorpion:
Harpoon Trip - When close range Scorpion throws his harpoon at the enemy's foot and pulls the foot upward while yelling "GET DOWN!", this trips the enemy.
Smoke:
Suffocation - Smoke shoots smoke at the enemy, if this connects, the enemy will cough for a few moments, allowing a free attack.
Sub-Zero:
Cold Feet - When the enemy is close Sub-Zero freezes downward, freezing the enemies feet, this still allows the enemy to use fist attacks but disables movement and kicks, and lasts longer than a normal freeze.
I'm too lazy to think up some more, so let's hear yours!

Lol wicked, some good idea's
Tanya: Corkscrew Spin
She does her famous corkscrew Kick but hits there side making them spin out of control (like kabal in mk3) giving you a free hit!

Tanya-Firewall- creeates a wall of fire that acts as a mirror for throwing weapons/ fireballs
NoobSmoke- Shadow wave- Noob becomes a shadow n the floor that lounches forward as a wave.
Jade- Tigress - Becomes a green tiger of light that runs forward (like orchind in killer instinct)
Sindel- Flying teleport: flies up outside the screen and comes down at the same spot after a while (use for evading arttacks, good against desaath traps)

kabal's batter up- toss u up in the air with one hook sword making u spin in the air as soon as the person drops he take's a huge swing at them.

Sub-Zero: Ice Bomb: Unlike his fatality from MK 2, this doesn't kill the player, just causes alot of damage.
Kabal: Hooksword charge- One of his hookswords glows a bright red and a wave of energy is shot at his enemy.
Radian: Teleport Grab- He disappears and reappears underneth his enemy and shocks them for a while, then slams them into the ground.
Scorpion: Flame Sucker- He taunts his enemy and they are lured into an explosive fire trap.
Kira: Poison Grasp- She grabs the enemy, spews a poison into her enemy's face. This causes their life bar to start shrinking until they fall. Doing it multiple times speeds up the process.
Noob Smoke: Blinding Darkness- A burst of black dust hits his enemy. This reverses the controls of the enemy for a few seconds.
Ashrah: Spin Vortex- She spins so fast that it catches her enemy and flings them up into the air really high and they come crahing down into the ground. THis could set up an extra hit as the enemy is in the air.
Bo Rai Cho: Ugly Spit- He spews a nasty lugie at his enemy, blinding them for a few seconds. The enemy waves their hands in front of their face, trying to wipe off the mess.
Kenshi: Tele Smack- Same as the teleport slam, except when the enemy is in the air, he brings them down to the ground with a violent kick.
That's all I can think of.

Not bad ideas.
Nightwolf - same aspect as with Orchid's tiger from Killer Instinct, but using a wolf instead
Jade - she chargers at you with her staff and it tosses you a mile away. good for a death trap
Scorpion - instead of bringing the opponent towards you, he shoots the spear (which is on fire) into the opponent, then sorta tosses it onto the other side of the opponent and spins them, giving you a chance to go up and do a combo
Sindel - instead of only shooting one fireball out of her mouth, she leaves her arms out in front of her and shoots 3, one from each arm, and one from her mouth. also, sorta like her throw from MK3, when an opponent is in the air, she grabs them with her hair, swings them once and slams them hard onto the ground
Sub-Zero - he grabs the opponents face with both hands, almost freezing them. they fall down onto the ground after a few seconds. this leaves them a bit stunned and you can sweep them or do some low projectile or something if you're fast enough

Sindel
Flying Punch - She flys towards u and does a pwerful punch blasting u far away, like sum of the attacks in Mk:Da.
Hair Whip - When sum1 gets close, she whips her hair around like a million razors, like she did in MkA
Air Combo - You can start a combo, and when u do a pop up attack, Sindel can fly up real fast and contine beating u senseless in the air until the combo ends or when she knocks u to the ground.
Hair Trip - Her hair come out from both sides of her and grabs ur legs, and with a flick of the neck you go flying to the ground.
Screech - Sindel lets out a short but loud screeching sound that makes opponent covor their ears for a second letting you get a free hit.
Hair Launch - She uses her hair kinda like Movado used his bunngies or w/e in Mk:da, lauching herself at u with a drop kick in the face.
Purple Ground - She shoots a fire ball at the ground, causing it to travel as if there were gas there or something. Kinda how Frosts freeze traveled on the ground.
3 Hit Roundhouse - She spins hitting you with his fist, foot, and hair.
Droped - Kinda like a slam when u get to close. She picks you up and flys high and throws to the ground and u land on ur neck.
I have a million for Sindel but thats all ill post 4 now, SIndel could be so much better but it seems that the Mk team gets lazy with her (No offense)
