I take it you mean the artifact the Lin Kuei leader asks you to find. This has been mentioned many times before. The Kamidogou of earthrealm is that artifact and you can't return it to them because "Damashi" tells you not to. Plus, the whole Konquest storyline would not make sense if you could give it to them. So, yes everyone found the artifact and if you beat konquest, you know what it does.

and then take the kamidogu to the guy

As soon as you get the kamidogou, Damashi warns Shunjinko not to give it to the Lin Kuei. Shunjinko agrees not to. The fact is, if you could give it to them Konquest would be over because you couldn't get to the other realms. And for the record, I have started multiple profiles and there is no way around it.

I tried giving it back, the Lin Kuei guy say's is (from memory):
"Have you not found the artifact yet. The master will not be pleased if you dont have the artifact".
Even thought you have it.
