Disconnection Penalty?

I live in the UK and use my NTL cable box to access broadband internet. It's fast enough to use with the PS2 (I believe) but I'm worried.
I don't know how many other NTL users are on these forums, but other cable providers will probably have the same or similar problems.
Since the cable box is constantly recieving TV and Interactive content, it's very fickle and unstable. Sometimes it works for days without crashing, but I frequenly find the box crashes either when I'm watching a TV program or downloading on my computer, it just happens.
When the box crashes I have to reset it at the wall. The crash also causes the broadband connection and TV to stop responding so I need to do it anyway.
I'd heard Ed Boon say something about punishing the users that frequently disconnect. I agree that those users who unplug specifically when it looks like they are losing should be punished - but what about those of us whose internet connections become mega-unstable or cable boxes crash?
I don't want to end up banned from the server because of the faults in my NTL box.
(By the way, this problem is a common fault associated with set-top boxes, not something unique to mine)
