I remember hearing that they work on any combo that registers past 2 hits. If this is the cast I am kinda nervous about the whole deal. For ground "dial a combos" breakers are great, but I dunno if I want juggles getting broken.

Ive seen those videos (in one of the latest news bits) where characters are using breakers on ONE move. Like scorp punches and he gets combo breaked. So it seems that you can break single hits even. At least they do no damage, I cant stress enough that them doing damage would break the game. Anyone seen in a vid or something juggles getting breaked, cause that doesnt make much sense to me...
Can you combo break some one and have them fly into a death trap? this is something else to think about since characters are launched back when they are combo breaked.

Juggles don't really take that much health... the first one take a little.... but the otherones take less and less... Juggles are not that threatening.. so I doubt they would breake them...

This game shouldn't be like croutching tiger, where you can flip over in mid air when you getting juggled and defend yourself, what would be the point if they could do that, juggles are supposed to leave you wide open.
