I ran into Kintaro where you are suppose to scare the old man. There are 3 huts and the one on the left he appears there at a certain day, (I do not remember which) and give you 1,000 coins I believe. I believe that is the 4 armed tiger everyone is speaking about.

Wasn't that "tiger" by the huts Motaro? I found that character in the exact spot you described, but he was a centaur and not a dragon/human like Goro or Kintaro.
BTW... would any of you fine, fine gents have any hints on how to defeat Sindel? She's giving me blisters! By contrast Kobra was super easy to defeat.

Its not Kintaro is motaro, you see him very close where the old man gets scared to death (literally) and if you talk to him, he gives you coins, for nothing just by that
