I just had a thought, team.

What if you could play through the game as a character to rescue Kitana (probably Sindel), and once you've beaten the game, you could unlock a new Kitana model for the Konquest mode? You can teach her the moves of her mother (which will probably be the same), and even use her fans.

That way you've got Kitana for Konquest, and can use her online if you choose to. With a new model, fully developed moveset, and trademark fans, it's the next best thing to having her in the single-player/storyline mode.
