I was playing MKDA yesterday. I lost and the CPU did a fatality on me. The elapsed time between the announcer saying "Finish Him!" and the screen going dark was less than a second. For all intents and purposes, it was instantaneous.

Now would anyone be able to do a button combo for a hara kiri in that time span?

There are exceptions to this - say the final blow is dealt long distance, say by a projectile. It takes a good 2-3 seconds for the CPU opponent to get in the right position. But if they beat you up close, forget it.

I say this - there should be at least a second delay if the CPU elects to perform a fatality. That should be just enough time to execute the typical four-directionals-and-a-button combination.

Personally, I am 50/50 about going online with MKD, and it looks like a majority of my matches will be vs. the CPU. So this is relevant. I don't want hara kiri's to be an online-only feature.

that'll probably happen. if not, the combo for the hara kiri will be shorter than a normal fatality. if that's the case, than you have a severe adavantage over your opponent(human) if s/he beats you. it's pretty hard to tell, but i'll go with the former.

I think the Hara Kiri move will actually be harder to perform and possibly a longer button combination than a standard fatality. To make it fair these moves should not be easy to perform. If you get your ass kicked, the favor of a finishing move should lie with the winner not the looser. In the end it won't really matter either way as both winner and looser will be going nuts in order to pull off a fatality/Hara Kiri combination. And im pretty sure it will be available online, Midway wants to add more tension to MK, and this would certainly do it.

Another angle to look at this is, what if you’re playing against the CPU and you win, will the CPU’s Hara Kiri move be virtually instantaneous as well?? Because that would suck if you could never get a fatality out fast enough.

I believe the CPU's Hara Kiri will be set towards the end of the finisher time span, simply because it would be sorta odd if you had no time at all to perform a fatality. Also the computer would not be performing a fatality/hara kiri everyone time they lost or won.
