After you beat Konquest, go to the order realm area E-3 and hit him, he will fight you, beat him and you get the key.

(2)go to orderrealm
(3)go to E-3
(4)fight raiden
(5)win
Those are the five steps to unlock raiden

Also, keep in mind that Raiden is only there for a few hours of the day.
