If you're asking how to find Li Mei...
***SPOILER***
...wait until you visit Outworld for the second time (after Hotaru agrees to go there when you talk to him in Orderrealm). In Outworld, the green light will highlight Kano standing on the edge of the Living Forest. Talk to him and he will capture you and take you inside Li Mei's village (which was previously locked shut). Li Mei's chest is in a house in F7.
