i would say reiko, if kahn does die (wich i hope not i love kahn) then it better be by raiko and he takes kahns mask.

Sengoku Outworld sounds pretty good.
I had an idea about Sub-Zero taking outworld, and making it a better place. Kinda like he did with the Lin Kuei. His ancestors are from Outworld too, so yeah.
The Cryomancers may even have been the original rulers, before Kahn, and Onaga. Just an idea.

But otherwise if shao dies which i certainly hope not kahn is the shiznit, id like shang tsung to be next ruler of outworld, with his minions bringing him soul after soul he could be the most powerfull being to exist.
Though looks like Kang is gona show Shang his ass so doesnt seem like that is likely.

Outworld should simply remain as “The land ruled by anyone mortal or god with the power to do so”.
By this, no leader, no servitude, but no freedom.
War from different clans/groups or people who decide to take over territories that are not theirs and vice versa.
Tarkatans one way, shokans the other, centaurs just around the corner, etc.
And Im guessing, if Mileena doesnt die, it would be awesome to see her finally get one of her dreams: Rule a world!

now when i said i would like reiko as the next leader of outworld and then i heared about it being split in two and then two tribes fighting eachother that just took over my thought of reiko being the ruler i really really like that idea

I think Outworld should become peaceful for once, and be ruled by Ermac who was promoted to God status after MKA. He will protect them just as Raiden protected Earthrealm.

No way. If anything, this would make Outworld a much more interesting place to be in the next MK.
If you think about it, Outworld is made up of many different realms that were conquered by Shao Kahn and fused to Outworld. There's no way that if he died, suddenly everybody in Outworld is just going to want to be united under one ruler, whether evil or benevolant. Look at what happened to the Soviet Union and what is happening in modern day Iraq. If Shao Kahn dies, Outworld should collapse into chaos. Many, like Nitara, would probably seek to once again separate their realm from Outworld. I imagine the Tarkatan hordes would run rampant and perhaps conquer much of Outworld, or merely serve the next wannabe ruler. Other factions would also try to sieze power and Outworld would be divided into warring city-states and be plagued by wandering bandits and nomads.

That guy just hit the nail on the head with the information about outworld being many different realms fused into one, this world is huge absolutely nothing would exist here if it wasnt for kahn, he conquerd and he fused and he conquerd and he fused.
No other person is realy fit to rule outworld because only kahn has any clue how to do it.

A kinda ridiculous idea I had was that after armageddon a portal between outworld and earthrealm remain open. American and Japanese Corperations attempt to take the land and expand themselves. Outworld becomes an enslaved realm by Evil American Corperations.
This is the last straw for Raiden. He has had it with Humans.
The Corperation schedules fights for sport between the creatures from outworld, the surviving champions of Mortal Kombat, and any other contenders whom wish to participate.
The victor of this tournament wins a chance to fight with the greatest warrior the Corperation has found. (A new Sub-boss)
And then the victor fights the leader of this new Corperation. Evil Raiden.
Allow the Chaos to ensue as new heroes attempt a liberate the citizens of outworld from oppression. Could create a whole new tournament.

I like the divided idea, but if it were to be ruled by someone at least be soeone original. I think this Scisor(made by JAX007) guy would be good.

Edenia annexes it and Sindel places Kitana in charge in order to make it a more stable place and prevent the emergence of another threat like Kahn or Onaga.
Boring? Yes, but given all the threats that have come from it, the other realms would be absolutely retarded to let it devolve into a place of warring kingdoms/city-states.
Edit: And this makes me think that if done right, a Romance of the Three Kingdoms type game based on the MK universe would be pretty fun.

mileena NEEDS to rule outworld.
that way if she lives her story can progress from "i want to be kitana". i think she deserves to finally have something good happen to her, and i think she's disturbed and ruthless enough to keep up with the people of that realm.
and if she still doesn't hate kitana now that she finally has a realm of her we could maybe see a more diplomatic side of their relationship.

Um....you do realize that Onaga ruled Outworld before Shao Kahn did right and the Cryomancers may have ruled before him. Also Onaga had an undefeatable army, Kahn didn't. I'm willing to bet that Onaga and the cryomancers not only were fit to rule but knew how to rule outworld. Especially Onaga.
Getting back to the question, I'm hoping either Baraka (who had an oppurtunity to rule but was dumb enough to decline), Mileena, Ermac, Sub Zero (since he's a cryomancer), Frost (since she's a cryomancer), Noob Saibot (he was and possibly still is a cryomancer but he did take over the Netherrealm so its a possibility) or Nitara takes over.

i think what should happen is that outworld should combined with adena thats only if shoa khan die's and if the dragon king die's

bo,rai,cho, because he is from outworld.

I don't think he should rule it, but i think that Havik should control it and turn it into complete chaos. I know controled chaos doesn't make sence.
