if quan chis stage is in....is quan chi super unlockable?

personally i hate quan chi but why would they put his layer/level in if he isnt in.....and for thos who dont know what i am talkin about, check the level on the official site with the red lazers in shape of a spider web...thaughts?

Just because Quan Chi has his own stage doesnt mean he is acually in the game...there have been loads of games that have stages named after certain characters and they havent been in the game so that means nothing.
