I think this seems like a fun thread, I'm surprised more people aren't responding...
Now I'm going to base mine on the assumption that this is for MK7. Though I think The Dragon King is cool, I wouldn't want him as Boss twice in a row, I think it'd be a good time for Kahn to make his return. I'll be basing my other decisions in a similar manner.
And PS, any charcters known to be dead that I list, basically my explanation is, it's MK, who cares. Find a way to ressurect them. Additionaly, I'd also realistically expect some new characters too, but in the spirit of the post, I'll disregard taht expectation.
1) Original Sub-Zero (We need one Sub, but the 2nd one's getting stale)
2) Scorpion (I dunno, Wouldn't be MK without him)
3) Liu Kang (I want the 2 original Earth warriors back in 1 game together)
4) Sonya (See above, Also need 1 special forces agent)

6) Fujin (BUT, the Earth warriors need a new mentor; Raiden finally retires)
