

There are 5 steel beams dividing the cells on the right. One can thus infer that there are 4 cells on this side. If we assume the level is symmetrical, there should be four on the other side, for a total of 8 jail cells.
We can see from this picture that the first two cells on the right are occupied by Drahmin and Fujin. We cannot clearly see the other 2. In the left cells, we see stryker in the first cell.
On the first side here, we have Jarek in one of the cells.
An older picture confirms this. However, it also shows Jade in the cell next to Jarek.
On Stryker's side, we can clearly also see Kitana and Reiko.
Pic 6 illustrates the first cell on the other side. The lame gamespot logo is in the way, but from the looks of it, I'd say that's either Kano or Quan Chi. Due to lack of material on the outfit, I'd say Quan (bare white chest, green pants).
Now we know from the new trailer that MKD is almost a second trilogy. My theory is that Boon and company are using the prison stage as a kind of funny joke, with the inmates being the characters that did not make the cut (that are not playable) in MKD. It makes pefect sense; Every observable character in the Prison Level ...

... has NOT yet been confirmed as being playable in MKD (No, the bald guy in the trailer was not Quan, it was Dairou -- look in the MK:DA extras pictures concept sketches). The only real question is why is Jade there since she is confirmed in the new trailer (puzzle kombat select screen)? Well, maybe she isn't in that cell anymore -- after all, it's the only cell we can't actually see in the new trailer. So let me know what you guys think about the Prison being the cast of characters that didn't make the game. I find it hard to believe they are hidden in it, because the polygon count on the inmates seems far too low.
I think Vogel said they choose characters for the games in a few ways, popularity being one of the ways. I think, if it ever was Jade in the cell (I still think it looks more like MK4 Tanya but oh well) that they've taken her out of the cell and into the playable cast.

Yo that's some pretty good insight! It's possible that Jade is an unlockable character. Possibly when she's unlocked, she no longer appears in her cell. This could be so for a couple other characters, even though not all of them will be unlockable.
Your observation has raised more questions about characters being playable or unlockable. Huh. Good observation.

As you can see, Quan Chi and Kitana are the only ones on the prison stage that deserve to be secret characters. I will be pissed if it turns out everyone on the prison stage is a secret character. What about Kung Lao? Reptile? Or even Rain? Why, oh why did you bring in these black holes of suckiness as secret characters, when there were other characters that deserve them more than these tree stumps.
Since the quality of the pictures is so low, I'm going to go ahead and say the person with "green boots" is actually Kitana. Kitana is actually wearing blue, but from the poor quality of the picture, they turn out green.

Exactly!! I think they are not unlockable just for this reason -- they are not popular (enough). It seems more to me like a neat way of organizing the characters that aren't in the game - putting them behind bars.
