I think he was planning on using DA characters in chess for deception... or this was just a test run before they had D characters ready

well if you look at the whole picture youll see scorpion and sub zero in DA costume

That picture was used in the beta phase of the Deception just as a model most likely. Quan Chi hasn't been confirmed to be in the game or rumored in any magazines either.
