No, here's when the major MKs (excluding MK3 and MKT) were released:
MK1: 1992
MK2: 1993 (I think; could be 94)
MK3: 1995
MK4: 1997
MKDA: 2002
MK6: 2004 (presumed)
The only big gap was between MK4 and MKDA. The others were released within a year or two of each other.

I once thought MK2 arcade came out in 1994,but this dude told me the correct date for it was 1993 for arcade and 1994 I think for the home ports. I am not bashing in thing but I guess the reason MK2 didn't take so long was because the MK team didnt have to " reinvent the wheel". I will be suprised if the MK team will be able to pull MK6 with a 50% new engine and come out this Oct.

MK2 may have been released in 94, I'm not positive on that one. And you're definitely right about the fact that for MK2 they didn't have to "reinvent the wheel"; I'd say that gameplaywise MK1 and 2 are more similar tto each other than any other two MK games (again, excluding UMK3, etc). I have the SNES versions of MK1 and 2, and the only major gameplay differences are a couple added moves (crouched punch, crouched low kick) and more sensitive movement controls, and maybe a slightly faster pace. The biggest advances were graphics and sound quality. Then MK3 had the Run button and new combo system, which I think were more significant changes in terms of core gameplay, and MK4 introduced 3D aspects (though poorly implemented) to MK, and added Breakers, the variation between high and low jumping punches and kicks, and weapons. Still, these are all relatively minor enhancements, especially compared to MKDA's much more advanced 3D gameplay and completely revolutionized fighting system. When you think about it, it's really little wonder there was such a time gap between MK4 and MKDA (1997-2002, 5 years, which I find interesting to note to be the same amount of time between MK1 and MK4).
As far as whether or not Midway can create a 50% new fighting engine that quickly, remember that they have a much more solid foundation for MK6 than they did for MKDA. Plus they weren't working on MKDA for the whole 5 year period. I think they began around 1999 or 2000. So, while I certainly hope they don't rush things and put out a half-assed game, I have confidence that they can upgrade the fighting engine quite a bit faster than they did for MKDA.
