I think they didn't feel like making a prettified new Kitana model so they did a palette swap of Mileena.

I don't think they were too lazy to make a new model for her, I think they did that on purpose because Kitana and Mileena have always wore the same thing and looked basically the same, like MK2 and MK3, just different colors. They have always just been pallette swaps, so why make them look different now.
As to answer the question, I definitely think that when they show Kitana, that it's really Kitana. I mean, WE know that Mileena is really Mileena even if she tricked the MK characters into thinking otherwise. So when they show her with no mask and in the blue, that's Kitana. I mean they even say Kitana's soul was imprisoned by Onaga, so in Sindel's ending when she killed him, Kitana was set free, so they wouldn't try to trick us by that really being Mileena.

i think that kitana changed styles when she became the DK's bodyguard. so MIleena, as a wannabe, changed her style to match kitana's for that everyone could think that she is kitana.
the only problem is that kitana likes blue....so i dont know why bo' didnt question her on her sudden color change...but thats MK for ya!

Story wise they make you think Mileena copied the outfit from Kitana, but the specific outfit model design was already elaborated by the team to be for Mileena.

Back to topic, when you see Kitana as a pallet swap blue with no mask, that’s Kitana.
When you see Mileena with veil in purple, that’s Mileena.
But who knows .maybe the team is tricking us, they make (for example sindels ending) Kitana in blue with a normal face, but in reality, they plan to make that Kitana actually be Mileena.
So Sindel is actually hugging Mileena, not her real daughter.

Actuallty, if you check out some of the Production Art in the game; the info of one of them will tell you that originally the outfit Mileena is wearing, was going to be Kitana's(as she was supposed to be playable), but in time it in fact became Mileena's Outfit(The original Outfit was not supposed to show so much skin, or at least that's what they say.)

it is Kitana in those endings. One reason is because Mileena wears a veil to conceal her most obvious asset and in those endings, we see Kitana without a veil so it is Kitana. And the pic of Sindel hugging Kitana obviously shows Kitana's face upfront. If it was Mileena, she would have to wear the veil. If she didn't wear the veil, i think it would be hard to conceal those teeth. Even if she didn't open her mouth. If she did choose to close her mouth to conceal her Tarkatan features, she would have done that to trick the Earthrealm Warriors and Kitana's allies. Think about it.

That is true. But those were just early primary sketches done for Kitana and Mileena. It was in the end when they decided to model Mileena with those outfits, remake them so they were better, so the costume instantly became Mileenas, Kitana never actually had it.

Exactly!! that's whaty made me think this: wen WE know it's mileena... they show t as mileena, when we don't know it's mileena, they show her bblue without mask...
Mileena might have killed the real kitana right when she joined the DK.... and then took her place...
then again, we know mileena can't change her face... and that in her endig she is indeed whearing a vail... but no one bothers to look behind... (mileena is dead... she revived like 3 times before, but she is dead......she is wearing pink and has an evil look and veil.. it CAn't be mieela -Li Mei and Bo think-)hehehe....

Question: how could Mileena use her veil to conceal her identity? It's transluscent. You can still see her teeth. Anyone decieved by Mileena must be three-quarters stupid.

im sorry if anyone said this before, or if I misunderstood any of you guys...but I think that whole princess of persia look, is the way kitana looks like(like in the ending of ermac)...so mileena dressed herself that persian way(only in pink and with a veil)to make everyone believe she is kitana(which is her purpose)so it could be that that persian look, is the way kitana looks like in deception, and not originally mileena...hmm dunno how to express myself better....sorry if anyone mentioned it before or if its a stupid thing said

I think they just put Kitana in Mileena's outfit cause they only had the shape of the head to remake..... but in fact, you can see in their face (and teeth) when is Mileena, SHES PINK WITH A VEIL and Kitana well.... SHES BLUE UNVEILED ! Thats as clear as that.

That’s why I believe that its highly possible that the blue pretty face Kitana, is in fact Mileena, disguised thanks to sorcery (reason why she actually managed to trick everyone, because its obvious that the veil is transparent). But of course, I believe its Kitana.

Kitana had never shown any signs of looking like a Persian princess, look at MKDA for example. I believe that when the story talks about “Mileena disguising as Kitana”, they refer only to the veil.
She uses the veil to pretend to be Kitana. It seems like the pink and transparency are of no importance, BUT Mileena could had probably used the other mask of her alternate.
The Persian/Arabic look is definitely a new original thing added for Mileena, not for Kitana. In Mileena’s defense, she is the one who had it and actually used it first. The Persian/Arabic look is definitely Mileenas.
They just made a Kitana pallet swap because we know how lazy the team is, and they needed to look like twins (Look how different they are in MKDA-MKD). And if you play conquest, you will see Kitana in her MKDA look, not like Mileena.

Man I really hope that Kitana is in this game. She is my all-time favorite character. And her steel fans kicked ass in the last game.
