Well, it's a rumor she's a super unlockable in the actual fighting game, but not for sure.
But, in Konquest:
Shujinko enters Edenia, looking for the sixth and last Kamidogu. He meets Kitana who is searching for someone to help them against their war with Outworld (evidently, Outworld agents have been sneaking into Edenia to infiltrate it). The Outworld agents have captured Sindel and have barricaded themselves in the Edenian Palace. Kitana asks Shujinko to do her the favor of rescuing SIndel from them, since she must go to lead the armies against Outworld. Shujinko agrees.
Also, later on after all that has passed, you run into Kitana again and she asks that you find a ring for her, since the ring is special (it had a name, but I forgot) she will use it to motivate the soldiers. So, you find it, she pays you.
