First of all, MKA does not have cheats to where one player can suddenly become faster than the opponent. There is no such thing, if there is, well, I'd like to know... but there isn't.
Secdondly, what Jir said is true, Online play will make you slow. Depending how good of a connection you have, all depends on how your game will react. If you have a good connection, you will be fine, have a bad connection, you will be sluggish. That's what the stars are for... at least they're stars on the side of the name, I haven't played MKA in a while.
But still, depending on how good of an online connection that you have, you will be fine if it's good. And there are no such thing as enhanced fastness cheat for any person to use against their opponent. No such thing exists.
