I believe the symbol does look very similar. That is Mavado, Hsu Hao or a new Red Dragon member. I think your on to something. Or it could be someone else sporting a similar design.

What we need is a nice leg shot of Mavados alt costume. Then you can make the comparison properly. If you can catch him using Grappling Hook Strike special move, you'll get a perfect picture of his leg and the symbol.

Not sure that's Mavado, but who knows.

nice pic but its the alt costume.... he wears blakc pants and has a gold symbol similar to the 1 in the gamepro magazine...and studing it more the gamepro chracter is wearing a red belt...and so does mavado in his alt costume.
