you have to beat the konquest first or take hortaru from order realm to outworld, depends on which gate you are talking about i did this tuesday so i can't really remember but if its the gate with the town behind it you have to wait for a while, but for the tarkatan camp you have to get hotaru to come from order realm to outworld and there is a mission for that one
