In the upper left corner of the puzzle kombat character select screen dose any one else besides me think that thats kabal?

Read above, all of the characters introduced are all on that screen, except Li Mei and Sindel. It is Boh Rai Cho. I highly doubt that its be Kabal, seeing how large the character is compared to the others.
