Play as Motaro
Finish Arcade Mode at the Hardest Difficulty Level without using any continues. Then enter Arcade or VS Mode and highlight Scorpion. Then Hold Square+Triangle+R2. When the fight begins, you will be Motaroconfused
Don't think it's true but check it out.

Did u do it? I dont think anyone has yet because its to hard. It said this on gamespot too, and most of the time their stuff is true. Im gonna wait till i can get a gameshark and try this.

Yeah, it took me a couple of hours, no continues on the 539th try, and a really pissed off boy to do it, and then yee and behold, nothing!!!!
