Ashra has been discussed as possibly being a goddess of some sort (some say goddess of fertility). With the recent discovery of Scorpion's journey to the Realm where the Elder God's are, here is what I have conjured up. What if the Elder Gods met with Scorpion and made him some sort of deal that involved killing the Dragon King. Trusting a vigilante ninja spectre from Hell might have been difficult for the God's to do, so perhaps they sent someone to aid him in his quest. This person could be Ashra, a goddess herself. Entirely speculation, but I think that sort of plot has some potential.
