it is in orderrealm. it is in goldtown i will walk you to it from portal, in case you do not know where the "census (ask everyone their age for data) guy" is because its very close to him
from portal, head east. you will walk through a courtyard with a man in green pacing around. (**this man is the man you need to talk to for the governor sidequest where the governor guy wants information on someone he sent to negotiate with the resistance**). walk around this little courtyard to the other side and keep going until you reach the t-junction in front of the waterfalls. turn right, and then your next right again. the guy in blue in front there is the guy who you tells you to ask 3 people their age (all 3 people are walking around goldtown). but as far as the chest, the chest is in the upper-right corner of this area you are in.
all i know was when i found it it was wednesday and 10 o clock daytime. hope this helps :D
