Tanya is in the Ice Cave in Outworld after you tell Frost where it is. The chest appears sometime at night I think. Hotaru is at the edges in Orderrealm. I don't remember the exact coordinates. You'll have to go to the very edges of the city/realm and you'll probably have to meditate.
