Well, Kitana probably isn't in the game. This probably inspired them to put Tanya in, but I think they've been wanting to revive her for a while.

Tanya and Mileena could have done something to Kitana and Sindel is trying to resolve it and put Tanya out of commission. But this also may not be the case. There is still a lot of time don't give up on Kitana, I haven't given up on Sonya yet.
