I think it's either Reptile or a Shokan.

On another select screen statement, I don't believe that the 9th square is Kabal. I actually believe Kabal is the 24th square. The hair looks more like Kabal. Atleast to my eyes, the 9th square looks almost ninja like.

i have said b4 in another topic about the select screen that i think it is smoke also. to me it looks kinda half humanish and half smokeyish around the face big time!!!

dont know but he does have shao khah like spikes around his head.

but khan isnt gonna be playable, and it does look like one of those redesigned mask from MK:D a mask like scorpions around the chin area.
