It's Hotaru, He may be wearig a mask, but look at his armor, it's almost identical to the unmasked pic.

I don't think it's Kabal, hardly looks like him. It's most likely Hotaru.

ps- IMO it's tied for best fatality from the trailer, (tied with Nightwolf on the spike!)
