I would say either Scorpion or Kung Lao.

They've downgraded Scorpion into a marketting whore...used only to increase sales. They made a trainwreck of his storyline and reduced him to an incompetent, undisciplined jackass. That, and he gotten his ass handed to him in just about every fight he's gotten into for the past three games.

And Kung Lao because, just when it seemed they were going to let him step up and be the new "main hero" in Deadly Alliance...they have killed by Shang Tsung, enslaved by Onaga, and finally punked out by Ermac. And to add insult to injury, as this is happening, Shujinko...the guy they hyped as the "next generation Liu Kang"...gets both of his fighting styles. But Kung Lao's screwjob doesn't even end there. Next we get Shaolin Monks which completely retcons his story and personality, turning him into a whiney, jealous dickweed.
