My bro tells me that they made charachters more balanced in the PAL and some bugfixes.I was wondering is there anything more thats different?.

That's not true for every PAL country, only the ones where some MKs got banned. I live in Portugal and I have the complete MK History documentary.
The only differences are some bugs corrected (although the floating at the end of a match still ocurs), and the disappearance of Frost's Infinite Combo (and probably any other Infinite Combos that exist).

And do we get more sparks when Raiden does one of his moves?
Well, in the video interview that gamespot did with Ed Boon, when Raiden was doing his moves, I didn't notice any of those round spark things that appear on him and the opponent.
well ive tested frosts infinte combo and thats not in pal. and i hear we don't have a baraka demise thing in the krypt. the obvious glitches from the usa version r gone, although im still finding glitches.
sometimes when i finish someone with nitara unicorn kick they lay in mid air dead. and on some backgrounds when it says finish him/her, they fall over then get back up over and over about 6 times then they stay dead. sometimes in the konquest the thing that tells u how many more times u gotta do a certain move or combo is simply missing.
I have PAL version and have baraka's demise, and also history of mk!

Maybe this is were the version code comes in handy...
The History of MK was only banned in some countries, the ones in which some MKs were banned also. About the Baraka's Demise, it either was replaced (as it's one of the coolest things I have yet), or the same countries that banned the History of MK also banned it (as it has some blood and hardcore aggression in it), since I have it too. Other than that, no noticeable differences.
