Shao Kahn is in Outworld around B-4 or B-5. He is near those house that are in the middle of the cliff... sorry I can't be more specific but he is there. Hopefully this will help.

Isn't it b-8?
After you come out the nexusand just entered Outworld take a right and head straight across the bridgeand you'll see a blue cave, keep going down until you a see a village with houses on left and righ sidet. Shao kahn will be in the center of the village walking around without pants.
