Yeah, it looks like Raiden to me. Here's a image of his ending I found from TRMK.



You can even see Raiden holding his arm up shooting the lightning at him. Maybe since Raiden is Dark Raiden now, and will do anything to ensure Earthrealm's safety, he revived Liu Kang since he was it's greatest protector.

That is definitely 100% Raiden. I posted something about this on another thread last week... can't remember which now i'll find it eventually...

Someone a while back asked this same question. Also someone else compared( A very good comparson) of the results to a character of Deception who was behind both Spirit Kang and the "body" Kang. The person is Havik. You can see his hood and his belt look the same as Havik's outfit. This holes true because Havik in his ending does eat Dragon King's heart enabling him to bring back dead characters.

Havik? Well, it was after they defeated Onaga, and Havik did get that heart... Although his ending might not be canon, and there is some electricity coming out of him, which makes people think it's Raiden. But if Raiden could bring back Liu Kang in his ending, couldn't he have brought back Liu Kang before in Deadly Alliance instead of crying about it?

What I was saying is that it makes sence Havik resurrected Liu Kang because he resurected Kahn to ensure Chaos but he needs liu to fight him to create the chaos...
