Thats his only special move that is of any value. His projectile is slow, and the teleport / exchange move only would work on somebody new to the game that gets confused. The cheapest character has always been sub zero, although the zero fans would say other wise.. I think in this game it's probably noob smoke.

Someone whooping your ass doesn't make them cheesy, someone who is easy to beat is cheesy.

Subby isn't that cheap, especially in MKDA and MKD. The time he was most cheap was in MK3 (when he was definite top tier)
His ice clone doens't work if you're right next to the opponent (like it did in mk3), his freeze is slow and very easy to avoid / block and most importantly - the damage his moves / combos do is incredibly toned down when the opponent is frozen. Plus he is still kinda slow, so I don't think he's cheap at all.
Now as you said, Noob-Smoke is insanely cheap. I hate playing Noob-Smoke players online. Plus when they switch in their special moves it confuses the hell out of me!
Online is the best place to find out who are the cheapest characters, here is my list, with Most cheap 1st:

Dairou~by far is the cheesist of all cheese..!! noob smoke get the #2 spot.. bo rai cho has a real easy infinate... plus some other real cheesey stuff, but i cant play as him on my ps2 for some reason.. it freezes my ps2, so i dont ever have to worry about facing his cheesness...
characters like baraka actually arent cheap.. characters that have a mix of high low hits doesnt make them cheap..
characters that have unblockable moves~ NOW THATS CHEAP as in dairou crazy slam that comes out fast and pops u at him for combos.. wtf or smoke's smoke, which is easy to defend until u get pushed into it by noob when they switch into ur back.. wtf is that, smoke is in front of u switches in noob now they r back of u.. wtf
what they should have done was,
u cant smoke in front of some 1, like how subbies clone is in the game, their both the same move but 1 is cheap and the other isnt... dairou should not have a fire ball if hes to have that damn slam.. look at ermacs and bo rai cho's slam u have a chance to avoid those unblockable moves..
stupid mk team, u almost had a good game.. to bad u got lazy or didnt care..

I used to think Noob was difficult but I have absolutley no problem beating him now. He may seem confusing when he's switching from side to side, but all it's all just one combo. Hold the block button until he's completely done, and then just unload on him. Noob doesn't have a bunch of high low combos and it's easy to see him comming. Just be ready to block. You know heas eather gonna tele attack, or try to slam you. Either move leaves him wide open to be knocked the hell out.
And baraka, Common... He's not cheese at all... I never play with him but I love to play against him... You talk about easy. You can see everything comming from a mile away. He's either gonna charge you or try that lame, slow moving combo which you simply block, then unload on him.

I'll have to say that Tanya is the cheesiest character in the game. All she does is her stupid ground drill move over and over when she gets you up in the air. Baraka is not cheap at all, I love playing against Baraka in higher levels of difficulty. Another big cheeser is the dragon king, hate playing against him.

Dariou is definiately up there on the cheese list. Raiden and Scorpion also trend on the line of cheese with there ample specials and high hitting combos. Baraka is good for tearing apart the inexperienced as well.
I have to disagree with people's claims about Noob-Smoke. Once those I've fought with him over-came the confusion he lost much of his momentum. Characters like those I mentioned above can hang with, if not dominate, Noob-Smoke any day. Noob-Smoke's just really good a slapping around people who don't block enough or are easily confused.
All in all this MK seems better balanced then the last one. None of the characters I've seen in action have been totally useless.

Online wise it would have to be Baraka. Most of the time when I do fight Baraka users online all they do is Baraka's fast lighting attacks and special moves. Thats all they do, that or either only use blade attacks. I hate Baraka. I've think that Daiuro or whatever has that cheap ground pound. I hope MK7 only has like 2 special moves per character -_- like MK: DA .

Every character can be cheap, but once you learn they're tricks its easy to beat them.
Raiden and Jade have that cheap teleport. To avoid it hit the grapple button when you see them teleport. They'll be like What the fuck!!! and will quit on the next match.
Scorpion isnt cheap. keep moving to avoid getting burned and try not to duck when you block unless they're grabbing you.
noob-smoke. use a long rage weapon. They dont have one so its almost impossible for them to land a hit when you keep your distance.
darriu- jump as he does the cheap unblockable move and do a combo on him when you land. you can actually just jump over and over again until he gets close and then attack him. and make sure you avoid his slow projectile.
something that is actually cheap, imo, Is when smoke does his smokescreen, he can grab you, then do his teleport and then the ninja stars. once a person gets you on the smoke they have a guaranteed three extra hits even if you try to do a breaker, since breakers dont work on special moves.

I sort of disagree. Their to me are cheap characters. MK: Deception character movement is slooooow. Characters like Baraka and Dauiro I've found to be cheap. When it comes to Baraka his attacks are lighting fast. That isn' t the problem. The problem to me is the lag on the gamespy servers. Alot of people have exploited this with Baraka. Baraka online users I've noticed tend to me long range fighters meaning that they attack from long range or do his slicer attack. When they are finished doing either of those attacks all they do is stand back and let the time run out. Dauiru is bad because of his ground pound and again slow controls of Deception. Once a player gets you with the ground pound thats pretty much it and get ready to eat a combo and also mind you if you are down to you last % of health its all over with out hand to hand kombat.

The biggest cheese of the cheesiest is Onaga. At leats Dairou has decent weapon combos. Onaga sucks, all he does is growl and cheesy stuff. Even Shao Khan nor a Shokan wasn't this cheap and they were still hard to beat, just shows u who has more skill.
I hope Shao Khan, Quan Chi, or Shang Tsung kills Onaga and stays dead.

1. SCORPION!!! (c'mon, he does like 32 damage in a 2 hit combo or something, and his specials are extremely fast)

Kobra-He is like half Sonja half Johnny Cage with his moves and looks

People, confusing doesn't warrant cheap. Noob-Smoke is only as cheap as the next character. Fact is that he's excellent for offensive fighting. More simply put, he can break down defenses if you decide you want to let your opponent come to you for a cheap shot(or if you're really a bastard, let the clock run down). I'm sorry to say, but if you try to play defensively and then get your ass beat, that doesn't mean your opponent is a cheap ass, it just means your not allowed to be a turtle. If you want to take him down, do your shit before he does his. If you can read his moves, then you should be able to work around him. The problem with most online Noob-Smoke players is that they take blind risks(an uppercut-teleport or double punch at random). The best way to use him is work around your opponent's defense or otherwise make him come to you. Hell, I love seeing people panic when I turn invisible with Noob. They just start punching at random hoping they'll hit something.

The cheapest is Shujinko when you have unlock all of his special moves. you can use his flying sujinko then bike kicks to kick them into a death trap.
he also have the most speical moves.

Shujinko is pretty cheap because he has all those special moves.
Dairou Tombstone Drop is annoying when playing online.

How exactly is Tanya cheesy? Alot of people are saying she is, but I don't really see how she is. Except for that corner throw 60% combo, she seems like one of the only decently done characters.

lol, the only way to get better at this game is to play these people. I loss 25 times to this one guy using noob-smoke before i beat him. After i beat him once i beat him over and over again until he quit.
Once you learn how to beat one of these cheese mother fucers you can beat other people doing similar things.
