Only if you bought the game online through the Playstation Store. If you bought the physical UMD version, you won't be able to copy it to your Playstation Vita. Though, I'm not sure MK: Unchained is compatible with the PSV, yet. Sony is working on making more PSP titles to be made available for play on the PSV.

Actually, if you buy the game on the PS3, then transfer it over from the PS3 to the Vita, it works.

In this video on IGN, they prove that.

Don't trust it right away though. Some games still might not be compatible.

No. You can download the game on PS3, but the only thing you can do with it is transfer it to the PSP/PSVita.
