Are Microsoft dicks when it comes to their characters making guest appearances in 3rd party games?

I've read that the reason the XB360 versions of MK9 and Street Fighter X Tekken didn't get any Microsoft guest characters was because Microsoft were a bunch of assholes. I don't know the specifics exactly, like whether they were being greedy or not.

The PS3 version of SFXT ended up getting FIVE exclusive characters, among them Mega Man and Pacman who belonged to Capcom and Namco, respectively, and who could have been in the XB360 version, yet they weren't. Did Capcom make these two PS3-exclusive to spite Microsoft?

I'm just curious, that's all.

I've never read anything concrete from mk9/street fighter x tekken days as to why it never happened. These days, its because Microsoft has their own brand(killer instinct). Why loan out characters to your competition, you know?

Short answer: No.

They aren't obligated to let anyone use their characters. Maintaining a brand isn't being a dick.
It's kind of sad cross-pollonation is so common anyone could even think that. Kinda silly.
