I've been trying to remember this game for YEARS. It was a kiddy racing game like Mario etc with unique racers and power-ups

The only thing I can remember for sure are a few of the characters

1) Penguin "gangsters" who drove a Capone-type car
2) A blonde chick on a motorcycle
3) A pair of red aliens who drove around in a spaceship
